Developed a desktop data base system to accumulate two years of historical tariff information for the Pacific Pilotage Authority. This database was used to simulate revenues generated from simplified tariff structures. Several proposals were developed and presented to the shipping industry and federal government. Approval from government and industry officials was achieved by demonstrating that net tariff changes were beneficial to both groups. The approved model was used as the specifications for changes to the Pilotage Authority's client/server scheduling system.
